  • Creates and distributes data reports and other correspondence.
  • Provides evaluation and research support.
  • Identifies and downloads data from external data sources.
  • Performs data clean-up.
  • Maintains databases.
  • Conducts data analysis and queries.
  • Creates tables and formulas in excel and other statistical programs (R, SAS, Python, and Tableau).
  • Conducts internet searches.
  • Aids senior staff in survey programs operations, and preparation of analytical reports.
  • Updates Standard Operating Procedures and Frequently Asked Questions.
  • Reviews and provides comments to supervisor on data strategic planning, governance, and performance measurement process.
  • Helps other team members to support internal evaluations and develop and recommend an improved procedure for gathering, processing, and analyzing data.
  • Assists senior staff in performing needs assessments and developing training materials and providing training and orientation seminars for MSHA personnel and selected regional and district staff.
  • Aids the analysis process by appraising data quality, verifying the integrity and validity of data, and assists with quality control work including analysis studies, evaluations, and other projects to improve the overall program output.
  • Assists in the creation, update, and review of technical procedures and methodologies, operating instructions, forms, and other material as assigned.

QualificationsYou must meet the Basic Requirements and the Minimum Qualifications to qualify for Statistician, GS-1530-09 as described below.Basic Requirement: A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.OR B. Combination of education and experience — courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.Minimum Qualifications:GS-09: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07 in the Federal Service.Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.Qualifying specialized experience for GS-09 must include at least 4 of the following:

  • Experience with the basic comprehension of statistical theories and techniques that relate to creating and distributing data reports and other correspondence;
  • Experience in providing evaluation and research support;
  • Experience in creating tables and formulas in Excel and other statistical programs (R, SAS, Python, and/or Tableau);
  • Experience in identifying and downloading data from external data sources;
  • Experience in researching and gathering pertinent data from a wide variety of sources, and presenting the data in a professional manner;
  • Experience conducting statistical data analysis, queries, and making recommendations on the results.

OREducation in lieu of specialized experience: Possess a Master’s degree or equivalent graduate degree that provided the knowledge, skills and abilities necessary to do the work of this position; OR, Possess two (2) full years of progressively higher level graduate education that provided the knowledge, skills and abilities necessary to do the work of this position;ORCombination of education and experience: Possess a combination of Specialized Experience equivalent to at least the GS-07 level in or related to the work of this position and graduate level education that provided the specific knowledge, skills and abilities to perform successfully the duties of this position.EducationAny applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service.If your education was completed at a foreign college or university, you must show comparability to education received in accredited educational institutions in the United States and comparability to applicable minimum coursework requirements for this position.
