Job description: Job OverviewThis job announcement will be accepting candidate submissions until 17 October 2024.The Contracting Division of the AFRL Information Technology Directorate (RI) seeks to hire a mid-level, DO-1102-02 Contract Specialist in Rome, NY. The Information Directorate is AFRL’s lead for Quantum, Cybersecurity, Artificial Intelligence, Command and Control, and other data technology. Arthur C. Clarke said “Any sufficiently advanced technology is indistinguishable from magic.” The birthplace of laser disc (CD/DVD) technology and Siri, come to Rome and help enable the next generation of mission information technology magic.Position Duties include but are not limited to:
- Serves as an Unlimited Warranted Contracting Officer and Team Lead for 3+ contract specialists for all pre-award and post-award functions involving complex contracts, task orders, and assistance agreements.
- Analyzes and evaluates cost and pricing elements to determine price reasonableness; efforts range from moderately difficult to extremely complex, with values up to the tens of millions of dollars, and these encompass services and Research & Development procurements.
- Performs market research, acquisition planning, and develops appropriate strategies; prepares and processes findings and determinations, including but not limited to: authority to negotiate, type of contract, provisions for Government property or facilities, and if appropriate, other than full and open competition.
- Obtains technical evaluation of proposals, performs cost/price analysis, and conducts negotiations that frequently extend over several days; reviews proposed sole source justifications to decide whether it merits further processing, reviews final proposal revisions, and selects those that reflect the best value to the Government while resolving legal, policy, technical, and/or financial questions or objections that may be raised.
- Assists with resolving any protests and acts as Lead for Alternate Dispute Resolution.
- Conducts debriefings to unsuccessful offerors after award and determines whether a contract should be filed or self-administered; performs all required administrative duties listed in the Federal Acquisition Regulation and supplements, including resolution of disputes, on contracts retained for administration.
- Responsible for overseeing group members preparing and issuing solicitations, conducting pre-proposal briefings, resolving contractor questions, and receiving and controlling proposals; leads, mentors, and provides oversight to contract specialists at same or lower-level.
- Performs all required administrative duties listed in the Federal Acquisition Regulation (FAR) and supplements including resolution of disputes; terminates contracts and processes final closeouts, as needed.

- United States Citizenship
- Bachelor’s Degree from an accredited school
- Ability to obtain and maintain required security clearance
- Drug testing may be required
- File annual financial disclosures (OGE 450) to ensure no conflict of interest in the performance of these duties
- One (1) year of specialized experience at the next lower grade (i.e. DO-01 or equivalent)
