ODSTA plans and manages the architecture and future directions of EPA’s information technology infrastructure and identifies new technologies and technology support capabilities in response to Agency requirements. ODSTA also leads and develops Agency-wide information technology (IT) strategies and roadmaps and partners on effective implementation and governance. The office follows business processes from technology and data design through the software lifecycle to investment, understanding customer needs, and reviewing investments made in platforms and services for effectiveness and suitability. Likewise, the office serves as an agent for innovation and collaboration to connect the dots and bridge gaps between business needs, data, tools, and technologies.This position will serve as both the ODSTA Deputy Office Director and the Agency’s Chief Artificial Intelligence Officer (CAIO). As CAIO this position has primary responsibility for subject matter expertise, agency wide leadership, and governance of EPA’s artificial intelligence (AI) Program. The incumbent will be responsible for coordinating the Agency’s use of AI to promote safe and responsible AI innovation, managing risks, and promoting the ethical use of trustworthy AI at EPA. As Deputy Office Director for ODSTA, this position will serve as the alter ego of the Office Director to share fully in the overall planning, programming, development, and implementation of policies, management control of technical, and administrative aspects within ODSTA. The responsibilities will also include serving as the Agency lead for programs and functions with strategic planning, program oversight, and implementation for EPA IT and information management (IM) technical architectures, capital investment planning, policy, and governance. Specific duties of the position include:

  • Serving as the Agency lead for policy, strategic planning, program oversight and implementation for EPA information technologies, agency-wide capital planning and control for IT investments, agency-wide implementation of the Federal Information Technology Acquisition Reform Act (FITARA), and Agency-wide data management.
  • Assisting the OMS Assistant Administrator, Principal Deputy Assistant Administrator, Chief Information Officer, and the ODSTA Office Director in the review of the programs and activities related to the policy, management, and implementation of information technology infrastructure.
  • Establishing overall operating policies, priorities, and procedures, long-range plans, allocation of resources within broad budgetary limitations, and coordinating and reviewing program operations for the office.
  • Developing working relationships with officials concerned with EPA and other governmental information collection programs and activities, including key officials from Congress, other Federal agencies, State and local governments, public interest organizations, and private industry.
  • Integrating assigned programs with those of other organizations both internal and external to OMS.
  • Supervising a large staff of employees organized into units headed by subordinate managers and supervisors.

Applicants must have experience managing, supervising, leading, administering, developing, delivering, and/or supporting information technology systems and services.All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related.As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.A.
