Job description: Overview:

  • Tier One Technologies is seeking a Drupal Web Developer to support the decommissioning process of a public website created for oversight of pandemic relief funding for our US Government client.
  • This will be a 100% remote position.
  • SELECTED CANDIDATES WITHOUT REQUIRED CLEARANCE WILL BE SUBJECT TO A FEDERAL GOVERNMENT BACKGROUND INVESTIGATION TO RECEIVE IT.
  • Must be a US citizen.

Responsibilities:

  • Work on the website is prioritized by the agency Transparency team, which is responsible for day-to-day activities, updates, and sprint management in coordination with the web development team.
  • Join currently scheduled, weekly meetings with the Transparency team and its existing web development contractors. Leadership on the Transparency team will report to other leadership on issues and deliverables. The team uses Microsoft Teams for synchronous and ad hoc communication.
  • Task 1: Front-End Development
  • Use front-end development expertise and programming to develop effective, interactive web elements.
  • Troubleshoot and fix problems with the web interface as they arise, and prioritize work based on issue severity.
  • Outcomes:
  • New interface elements are developed, tested, and deployed, as requested or required
  • Provide troubleshooting, prioritizing, and fixes for interface problems
  • Task 2 – Content management, development, and editing
  • Provide day-to-day monitoring and maintenance of content on the website.
  • Expect to produce original content to support the publication of products the agency produces, in addition to editing content and applying Plain Language best practices.
  • Produce unique content, as well as edit content provided by agency staff.
  • Editing will also include reviewing content for plain language and ensuring consistency across products.
  • Perform site audits as necessary to support all of the above activities, and coordinate with appropriate agency staff to review audit results and schedule required activities based on these reviews.
  • Outcomes:
  • New web content is written and posted to the site
  • Existing content is reviewed for plain language
  • Content from Transparency team and other directorates is edited for plain language
  • Content is created to support agency messaging needs
  • Website audits performed and reviewed with agency staff
  • Task Area 3: Technical environment support – website performance monitoring
  • Work with other website support personnel to troubleshoot and correct any issues that impede the public’s or agency’s staff’s access to the site, difficulty accessing the site, or significantly degraded performance of the website.
  • Monitor site performance with tools currently available to the agency (such as SiteImprove and Google Analytics).
  • Outcome:
  • Site performance is monitored, and problems are addressed as they arise
  • Coordinate with agency staff and other contractors to correct website performance issues
  • The website has a robust security platform. No need to worry about security issues except when emergency issues occur (such as sudden poor site performance). Basic security maintenance (updating / patching modules) should not be in the scope of this contract.
  • Task Area 4: Decommissioning Activities
  • Work with the Transparency team and other website support personnel to complete all tasks associated with the decommissioning of the website. This may include but should not be limited to working with OCIO and other website support team members to develop the project plan and timeline, and with the National Archives (NARA) to ensure comprehensive accounting and delivery, in the preferred format, of all webpages, data displays, and dashboards.
  • Outcome:
  • Comprehensive accounting and delivery of all webpages, data displays, and dashboards as required by NARA
  • Adhere to the decommission project plan and timeline
  • Coordinate with contractors and agency staff on decommissioning activities. These activities may include tasks such as creating a 404 page, creating a message banner indicating when the site will be taken down, and other detailed activities to be determined.

Qualifications:

  • Bachelor’s degree from an accredited college or university in a technical field such as Engineering, Mathematics, Statistics, Computer Science preferred.
  • Proficiency working with website with an Azure environment and is built on the Drupal platform and uses HTML, CSS, JavaScript libraries.
  • Expert knowledge jQuery, SiteImprove, Google Analytics, and Crazy Egg – performance monitoring tools.
  • Ability to use Teams/SharePoint and Smartsheets to collaborate on content creation and review.
  • Familiarity with lightly customized version of the USWDS design framework.
  • Experience working with Domo to display data and ArcGIS for interactive mapping
  • Excellent communication skills.
  • Must be a US Citizen.
  • Must be able to obtain Public Trust Clearance.
  • Be able to pass a drug screening, criminal history, and credit checks.
  • Cannot have more than 6 months travel outside the United States within the last 5 years. Military Service excluded. (Exception does not include military family members.)
