Job description: This position may be eligible for a hybrid work arrangement that may include a partially remote work location, consistent with System Office policy. UNC-Chapel Hill employees are generally required to reside within a reasonable commuting distance of their assigned duty station.The primary purpose of the Leave Administration Consultant position is to provide benefits and leave-related counseling and education to employees, applying knowledge of benefit plans and leave programs, and applicable federal and state laws as well as University policies, practices and procedures as they relate to and govern the plans. This position is pivotal in the delivery of subject matter interpretation and application of policies and practices in context of employee needs and in alignment with UNC – Chapel Hill’s best interest. The Leave Administration Consultant in this position manages the benefit premium remittance process for employees on leave of absence, reviewing and approving HR system actions, billing, collecting, and remitting benefit premiums, and group billing reconciliation. The incumbent processes employee leave requests and independently manages leave of absence benefits such as Family and Medical Leave, Family Illness Leave, Faculty Serious Illness & Parental Leave, and Voluntary Shared Leave. They assist with the administration of short and long-term disability benefits under the State Retirement System and voluntary supplemental long-term disability benefits. This position will collaborate efforts in a cross-functional capacity with the Leave Administration and Benefits Team, Payroll Services, and HR Information Management to ensure accurate transmission of billing information for payroll processing and distribution and independently manage audit-related processes associated with benefit plan administration and leave of absence program management.The Leave Administration Consultant serves as the liaison between the campus, various agencies, and retirement and insurance plan providers. They deal with confidential information and sensitive issues, including Protected Health Information (PHI), termination of employment, layoff, death of an employee or dependent, divorce, disability, and retirement. The Leave Administration Consultant provides expert counsel and assistance to faculty and staff by answering questions about federal and state laws, University policies and University System wide policies as they relate to benefits and leave. This position educates and trains employees on their leave benefits and communicates policy and procedure changes to campus. The Leave Administration Consultant will also conduct seminars and workshops, facilitate leave training through various media, update communication materials, and prepare reports as needed. This position understands and helps employees successfully manage complex and on-going benefit changes through continuous evolution of responsibilities to meet organizational needs and objectives. Minimum Education and Experience RequirementsBachelor’s degree and two years of progressively responsible professional human resources management experience; or equivalent combination of training and experience. All degrees must be from appropriately accredited institutions.
Required Qualifications, Competencies, and ExperienceKnowledge of the FMLA and firsthand experience in leave administration. Excellent verbal and written communication, critical thinking, and organizational skills. Strong attention to detail and analytical skills. Proficient in Outlook email and calendar, Word, Excel, and PowerPoint. Ability to interpret and apply standards, personnel policies, procedures, and regulations to various human resources transactions. Adept at analyzing data from diverse sources, diagnosing problems, gathering pertinent information, and identifying alternative solutions. Ability to exercise judgment in evaluating situations and make recommendations concerning employee transactions. Ability to operate autonomously and justify their procedural decisions. Ability to effectively communicate with a diverse population at all levels. Ability to manage multiple priorities in a deadline driven environment. PeopleSoft or similar HR Information Management system experience is required.
Preferred Qualifications, Competencies, and ExperienceDirect benefits and leave administration experience, preferably, in a higher education, public sector or complex environment. Knowledge of federal, state, and University employee benefit plans, programs and services and UNC leave policies and procedures. Knowledge of COBRA, HIPAA, ADA, and experience working with disability income replacement benefits. Direct experience with Microsoft 365 applications including OneDrive and Microsoft Teams. PHR, SHRM-CP, or CBP certification. Understanding of payroll preparation and distribution, how benefit deductions work, and demonstrated experience with benefits and leave of absence accounting and reconciliation.
