The duties of this project team managed under this position include the Architecture, Engineering, Security, Operations, Development, UI/UX, User Training and Agile Project Management of their web assets hosted on Cloud Architecture running a Content Management System (WordPress). This position will motivate a team of 14 and manage the work to the satisfaction of the customer while running Scrum boards and the agile procedures.   • Build a collaborative and well supported team of architects, engineers, developers, quality assurance, training, security and help desk engineers with the goal of strong customer satisfaction.
  • Install discipline through development methodology and strong processes that are well documented.
  • Perform Stakeholder analysis and solicit the high-level goals of the customer to ensure success criteria is understood and tracked.
  • Build engagement through strong employee performance review cycles using strong goal analysis and constant performance feedback.
  • Perform budget forecasts and track to revenues using the tools provided by the accounting office.
  • Establish a Jira process and create Scrum boards in Jira following SAFE methodology. Create ARTS and value streams for scrums across multiple development teams.
  • Run project plans and schedules in areas where agile may not be the most appropriate methodology.
  • Identifies, tracks, and resolves all project risks and issues
  • Establishes, modifies, implements and monitors systems and procedures to enhance timely and efficient workflow
  • Experience maintaining several schedules at any given time for various projects in various stages
  • Support all status reporting and coordinate cross functional activities to include supporting HelpDesk.
  • Solid understanding of Project Management methodologies, Service Management and industry best practices
  • Must have excellent written and verbal communication skills
  • Must have proficient Microsoft Office Skills (Word, Excel, PowerPoint, MS Project
  • Must be able to work in a team environment cordially and effectively, as well as being a servant leader.
  • Must have excellent interpersonal skills and be able to relate respectfully, cordially and freely with people (customers, employees and vendors inclusive)
  • Must have excellent leadership abilities
  • Must be able to motivate other employees when needed
  • Must exhibit a high level of flexibility and an ability to multi-task at all times
  • Must be able to work with little or no supervision
  • Must possess good reasoning and problem-solving abilities.
  • Must have the ability to work as a ‘link person’ or middle person amongst customers, employees, and vendors
  • Must be able to listen to technical issues, blockers and tasking and translate those into workable action plans following technology expert recommendations
  • Must write status reports that convey the team progress and alert of any upcoming risks.
  • Must have a high-level understanding of the functions of Cloud Architecture, Engineering, Training, Help Desk, Development, UI/UX, O&M, FISMA and Agile to properly assign work to each team and evaluate performance
  • Must have good time management ability so as to be able to meet up with orders and schedules
  • Experience working closely with a Project Management Office (PMO) to contribute to processes for continuous improvement
  • Support business development process on an as-needed basis for proposal writing/editing.

Requirements:

  • Must possess a current active Secret clearance based
  • Project Management Training especially related to the Project Management Professional (certification)
  • Agile Training to include Certified Scrum Master from a recognized institution.
  • Experience in technical project executions requiring very high-level understanding of Service Management, Cloud Architecture, Cloud O&M and IT Security.
  • Experience managing a web site project using a content management system like Drupal or WordPress.
  • Proficiency in Microsoft Office Products®, (Microsoft® Project©, Power Point©, Microsoft® Word©, and Microsoft® Excel©)
  • 5 years of specific experience and 7 years of general experience
  • Ability to obtain a Public Trust.

Education:

  • Bachelor’s degree in project/Program Management, Business Administration, Engineering, Computer Science or related discipline. Equivalent professional government or commercial program management experience may be substituted in lieu of education
  • Program Management (PMP) Certification required within 6 months of employment
  • Certified Scrum Master preferred
  • ITIL certification preferred
  • Any security training or certification is preferred
  • Required Tools/Technologies:
  • Ability to apply principles of project management to developing large, complex schedules using an agile tool like Jira and project management tool like MS Office.
  • Work with timekeeping and budget tools like Paycor, Unanet and Solver

Working Environment & Conditions
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate.
