Come join us on our mission of keeping Orange County moving.Overview:Under general direction, is responsible for fare administration and fare collections operation for the OC Streetcar (OCS) Ticket Vending Machine (TVM) network. This will include the day-to-day operations of fare collections, reporting, and reconciliation for TVM network and mobile ticketing fares. Provides management support in the oversight of OCTA’s fare policy as it pertains to OCS, which will include recommendations and financial analysis for changes to fare policy for interagency and regional partners.Revenue Administrator, Senior – This is an exempt position in Salary Grade R: Min $90,147.20 – Mid $107,452.80 – Max $124,758.40 annually. The starting salary will be within this range based on qualifications.Revenue Administrator – This is an exempt position in Salary Grade P: Min $81,244.80 – Mid $96,491.20 – Max $111,716.80 annually.   • Performs project tasks, coordinates, and contributes to a multi-modal fare collections system, which include existing and future fare integrations efforts including major fare system changes or upgrades for OCS.
  • Provides manager support for the operation and collections of the agency’s various fare collections systems, including multifaceted revenue collection programs that require interdepartmental coordination and communication with internal groups.
  • Acts as the agency liaison with multiple OCTA departments. Develops and provides training to other sections on fare collection principles and development.
  • Assists in the annual budget development process for the revenue section to monitor the section’s compliance with the budget targets and goals set by the department manager.
  • Develops monthly reports detailing each of the revenue collection systems performance, ensuring accuracy, thoroughness, and timeliness of information.
  • Analyzes future project costs and provides recommendations to ensure conformance with available funding and maximum contract obligations. Supports the oversight of interagency transfer agreements with other transit agencies. Performs presentations and/or reports to management on a quarterly or on an as-needed basis.
  • Develops complex scope of work for the purchased revenue collection services and support activities. Participates in competitive procurement activities and administers resulting contracts including invoice verification, contractor oversight, and provision of quality assurance.
  • Performs complex analytical assignments in support of operations’ functions in the areas of computer modeling, database management, business process improvement, budgeting, and program management.
  • Ensures work is accurate and completed in a timely manner to support business requirements. Supports multifaceted revenue collection programs for the division that require interdepartmental coordination and communication with internal groups. Provides training to all OCTA required sections on fare collection principles.

QualificationsRevenue Administrator, Senior – Any combination of education and experience equivalent to a bachelor’s degree in accounting, finance, or business-related field with a minimum of five years of related experience that includes professional administrative, auditing, or analytical experience. Experience in the operations of fare collections, reporting, and reconciliation is preferred.Revenue Administrator – Any combination of education and experience equivalent to a bachelor’s degree in accounting, finance, or business-related field with a minimum of two years of related experience that includes professional administrative, auditing, or analytical experience.Knowledge of:

  • Fare management and collecting practices.
  • Principles and practices of public sector budgeting and accounting, project management, analysis, and variance analysis.
  • Agency’s organization, operations, policies, and objectives.
  • Audit methods and practices.
  • Principles and techniques of written and oral communication, including public speaking and presentations.
  • Automated financial systems.
  • Microsoft Office Suite which includes Excel, Word, PowerPoint, and Outlook.
  • Procurement regulations, procedures, and processes.
  • Statistics, trends analysis, cost benefit analysis and performance measurements.

Ability to:

  • Develop annual fare collection and point of sale expense budget activity.
  • Exercise judgment and discretion in administering department and agency policies and procedures.
  • Analyze and create policies, procedures, and internal controls for the revenue-to-actual deposit variance process.
  • Use computer models and applications, including Microsoft Office Suite software.
  • Establish and maintain effective working relationships.
  • Handle confidential and sensitive information with discretion.
  • Listen attentively, analyze situations, interpret complex data, identify problems, recommend solutions, and evaluate outcomes to determine strategies for an effective course of action.
  • Communicate effectively both verbally and in writing.
