In addition to maintaining over 18,000 lane miles of state highway and 4,100 bridges, WSDOT manages the world’s longest floating bridge, executes an award-winning Active Transportation Plan, holds a record for the world’s widest tunneling project, and operates the largest ferry system in the nation!The OpportunityWSDOT Technology Services Division (TSD) is seeking an experienced IT professional to serve as the Assistant Director of Enterprise Artificial Intelligence & Data Services (AD EADS). Reporting to the WSDOT CIO & Director of TSD, this senior-level manager will be responsible for the strategic direction, implementation, and management of data systems, ensuring the effective use of data and AI to drive decision-making and innovation within WSDOT. The Assistant Director of EADS will also be responsible for strategic technology planning activities related to enterprise applications including the development of formal and informal service-level agreements, budgeting, and participating in the technical review, change management, and standards development activities of TSD. This dynamic leadership role requires innovative thinking and a broad vision that affects nearly all facets of the agency. As the Assistant Director, you will work closely with agency business leadership and governance committees to set the course of action and policy regarding the collection, storage, distribution, security, and access of data. The services provided within this organization are the means for WSDOT to handle changing business needs and increasing demands.What to ExpectThis position serves as one of six ADs assigned to TSD. Each AD is assigned to a specific role and service area within TSD but must work collaboratively as part of the TSD executive leadership team to ensure enterprise service levels and support across all agency lines of business. The TSD Enterprise AI and Data Services team provides 24/7/365 support for all the businesses at WSDOT. There are always members on call to support operations. Critical issues or incidents may be escalated to this position after-hours, with an expectation to respond within a timely manner during those after-hours periods.Among the varied range of responsibilities held within this role, the Assistant Director of Enterprise AI & Data Services will:

  • Lead and manage the TSD EADS Team; provide operational oversight of the operations including EADS infrastructure.
  • Manage and develop the TSD EADS staff with a focus on modernizing knowledge and skills in AI.
  • Consult with executives, regional managers, and others to recommend the appropriate use of technology services, AI, and data management resources across all units of WSDOT.
  • Participate as a member of WSDOT’s Strategic Planning Team in developing and implementing the Agency’s Strategic Plan, Policies, Standards, and Guidelines.
  • Be responsible for research and development; ensure that new applications and enhancements meet current industry standards and comply with WaTech standards and policies, aligned with WSDOT objectives and strategies.
  • Manage the TSD EADS organization budget.
  • Steward the enterprise Data Governance initiative.
  • Provide strategic, tactical, and operational planning for the modernization of the agency’s data, AI, and information assets.
  • Oversee the provision of agency-wide data, AI, and information support and guidance.

QualificationsTo be considered for this opportunity, at least one of the following are required:

  • A bachelor’s degree in computer science, Computer Engineering, or related Information Technology field and six (6) years of relevant experience. OR
  • An associate degree and eight (8) years of relevant experience. OR
  • Ten (10) years of progressive experience in a Technology Services leadership role.

In addition to one of the above, the following are also required:

  • Fifteen (15) years of experience working in Information Technology which includes experience with data management and/or application development; education may substitute on a year-for-year basis for up to 5 total years.
  • Five (5) years of supervisory experience.
  • Five (5) years of experience performing requirements gathering, writing technical documentation, creating presentations, speaking to audiences, and/or developing and implementing policies, standards, procedures, and best practices.
  • Experience preparing operational budgets.
  • Experience with large, multi-agency projects.
  • Experience promoting effective coordination between workgroups.
  • Knowledge of current technology innovations and methods; feasibility studies; and architecture standards.
  • Knowledge of Technology Services strategic planning, consulting, and deployment strategies.
  • Ability to enhance Customer Relations, executive management communications, and to communicate technical information effectively to non-technical executives.
  • Skills in workload prioritization and diverse team management.

It is preferred that qualified candidates also have:

  • Five (5) years of experience in database technologies.
  • Five (5) years of experience managing or administering business intelligence services.
  • Five (5) years of experience applying information management best practices.
  • A bachelor’s degree or higher in computer science, mathematics, or related field.
