Most trainees are located in Seattle at UW Medicine locations and affiliated locations including but not limited to: Harborview Medical Center (HMC), University of Washington Medical Center, Montlake and Northwest campuses (UWMC), Seattle Children’s Hospital (SCH), VA Puget Sound (VA) and Fred Hutch Cancer Center. Trainees also rotate to over 500 other locations/institutions¸ throughout the five-state WWAMI (Washington, Wyoming, Alaska, Montana, and Idaho) region and beyond.UW Medicine currently has an outstanding opportunity for an Associate Director of Finance, Graduate Medical Education (GME). The individual in this position will be responsible for oversight of UWSoM GME Office’s self-sustaining “Single Source” funding mechanism, which is comprised of an annual budget of over $150M; monthly tracking and billing for trainee activities; budgeting and financial reporting of the GME enterprise; and coordinating other activities between the GME Finance Office, 20 clinical departments, the SCH GME Office, the VA Education Office and 35+ affiliated sites. This position serves as the key institutional resource to address issues and concerns regarding GME finance topics from UWSoM Departments, UW Medicine and affiliated training sites and GME leadership. The Associate Director of GME Finance reports to the Associate Dean for GME and with a dotted line relationship to the Chief Financial Officer of the School of Medicine.The position will:

  • Perform ongoing analysis to implement GME and GME Finance strategic initiatives; including financial and sensitivity analysis regarding cost-saving measures and revenue-generating activities.
  • Management of resident and fellow training time tracking and billing, which is currently conducted in the MedHub residency management system.
  • Conducting annual full-time equivalent (FTE) allocation process with training programs and partner institutions.
  • Updating annual contracts with departments and partner institutions.
  • Budgeting and financial reporting for the Single Source.
  • Leading annual processes core to the operations of the GME Finance Office.
  • Maintenance and communication of policies and procedures in support of GME Finance operations.
  • Manage all aspects of billing related to Residents and Fellows.
  • In partnership with the Associate Dean for Administration and Finance, closely work with the hospital administration, UWSoM leadership and UW Medicine leadership on GME related topics.
  • Support and understand the financial implications of union negotiations and implement operationally all financial aspects of bargaining outcome.

DUTIES AND RESPONSIBILITIESDIRECT MANAGEMENT RESPONSIBILITIES (45%):

  • Management of resident and fellow training time tracking and billing:

o Manage staff in the monthly billing and collection from affiliated medical centers.
o Ensure program compliance with GME billing and tracking policies and procedures, including working with and providing training to 130+ program administrators who submit monthly billing data in the residency management system.
o Support improvements to the current billing and scheduling system residency management systems.
o Participate in negotiations and ensure efficient communication with GME’s primary vendors.

  • Budgeting and financial reporting for the Single Source:

o Preparation of the annual GME Office budget.
o Preparation of monthly financial reports for GME Office.
o Preparation of monthly unit spending reports for programs and quarterly financial reporting to the hospitals documenting budgeted to actual FTE utilization.
o In partnership with the Associate Dean for Administration and Finance, participate in meetings with Dean’s Office School of Medicine leadership to analyze and implement initiatives to ensure fiscal health of department.

  • Lead the following annual processes, which are core to operations of the GME Finance and GME Office:

o Execution of annual Single Source Service Agreements for institutions and for programs.
o Participate in annual process to revise training programs’ trainee allocations.
o Annual Medicare and Medicaid Cost Reports and IRIS Reports for UWMC, HMC, FHCC, Valley Medical Center and SCH.
o Maintain and communicate policy and procedures in support of GME Finance operations.
o Ensure compliance with Medicare and Medicaid regulations, which will include working with experts within the hospitals and UW’s financial intermediary.
o Ensure that resident and fellow training time tracking and reporting policies and procedures are compliant with Medicare and Medicaid requirements.
o Document all program policies and procedures and supporting regulatory requirement as appropriate.
o Participate in ongoing education of Program Directors and Administrators on GME financial policies and procedures, and related matters.

  • Participate in review, evaluation and implementation any potential system change:

o Will require assessment of business requirements and partnership with the GME Office to mitigate impact on programs, hospitals and other key stakeholders.SHARED MANAGEMENT RESPONSIBILITIES (30%):

  • The Associate Director in partnership with the Associate Dean for Administration and Finance works with the GME programs and finance offices of the affiliated Medical Centers (including UWMC, HMC, FHCC, SCH and the VA) and other affiliated organizations, and the UW Attorney General’s Office to:

o Develop accurate Medicare and Medicaid Cost Reports in support of the GME programs.
o Provide accurate data to inform SCH’s HRSA Cost Report and VA’s annual cost reporting.
o Ensure that resident and fellow training time tracking and reporting policies and procedures are compliant with Medicare and Medicaid requirements.
o Monitor trends, initiatives and regulatory changes that affect graduate medical education finances and affiliated hospitals.COORDINATION & LIAISON RESPONSIBILITIES (10%)

  • In partnership with the Associate Dean for Administration and Finance, coordinating administrative and other matters that involve financial policy issues with the UW Medicine COO, UW Medicine Controller, Vice Deans, and Executive Directors.
  • Participate in meetings with Departments and Programs pertaining to GME Finance.

SUPERVISORY RESPONSIBILITIES (10%):

  • The GME Finance Office has three direct reports which the Associate Director will be responsible for:

o Supervision and management of staff.
o Staff hiring, training, and development.
o Completion of annual reviews.
o Manage, monitor and mentor the work duties of the GME Finance staff to be sure that all work is being performed in an efficient, customer-friendly and timely manner.OTHER DUTIES AS ASSIGNED (5%):MINIMUM REQUIREMENTS

  • Bachelor’s Degree in Business or related field, and at least five years of related experience in financial reporting and management.
  • Experience in Finance.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.DESIRED REQUIREMENTS

  • Five years of related experience in a hospital or large medical system.
  • Extensive knowledge of regulatory requirements that impact academic medical centers.
  • Experience with Continuing Process Improvement/Lean management is preferred.
  • Lean or Continuous Process Improvement certification.
