Job description: Job OverviewThe Human Resources Division, Sensors Directorate, seeks to hire a dedicated mid-level Branch Chief for the Corporate Human Resources Branch (DO-0343-02), AFRL/RYHC, in Dayton, OH.This position is only open to: All Federal Civilian Employees. This job announcement will be accepting candidate submissions until 28 Oct 2024.The salary range for this position, including Dayton, OH locality is $89,019 – $139,781. This position is only open to current DO-02 (or equivalent grade) level candidates for reassignment.Position duties include, but are not limited to:Serves as the Branch Chief of the Corporate Human Resources Branch.
- Provides advisory services and administrative support to the Sensors Directorate for military and civilian personnel concerning military and manpower personnel, education and training, Acquisition Professional Development Program, awards and recognition, career development, employee onboarding and acculturation program, and strategic planning and retention.
- Works with the HR Division Chief to lead the study, analysis, and development of new or improved instructions, policies, plans, procedures, and practices in the areas of manpower, personnel, position management, awards, training and other personnel program areas.
- Supports the HR Division Chief with assigned/projected workload managing manpower and/or resource management, employee training and development, analysis of civilian and military personnel programs, policies and guidance.
- Compiles statistical data, generates reports/briefings, prepares and completes decision packages including recommendations to top-level management.
- Leads and participates in meetings, conferences and other activities pertinent to functional areas.
- Formulates and executes a tailored training plan for branch employees such that the abilities of the staff are effectively utilized to meet organization and customer needs.

- Applicants must have at least one (1) year of specialized experience at the next lower grade at the DO-01/GS-11 or equivalent in other pay systems for the DO-02 level position.
This includes experience in administering organizational management and personnel programs & processes such as recruitment strategies, career development, performance and recognition programs, overseeing incentive programs, acquisition professional development program (APDP), manpower personnel, training programs for diverse workforce, and evaluating the overall health and effectiveness of HR programs.*PCS expenses, if authorized, will be paid IAW the JTR and Air Force regulations.*Desired Qualifications
- Bachelors degree or Advanced degree in Human Resources. Applicant must list degree information on resume to include professional military education.
- Demonstrated skill in effectively communicating with leadership on civilian personnel matters.
- Briefing/speaking and writing skills.
- Demonstrated outstanding abilities to lead teams, build consensus, and resolve conflicts/problems.
- Knowledge of available AF direct hire and expedited hire authorities, OPM qualification standards, and civilian fill process and other related personnel matters.
