Your dedication will help us achieve the Child Welfare that will support children and young adults to be safer, healthier, experience less trauma and achieve a greater well-being.Your knowledge of child welfare best practices and experience working with Tribes and Tribal communities will help ensure that American Indian and Alaska Native children and families are recognized and provided with culturally responsive and appropriate services.The Indian Child Welfare Act (ICWA) provides support in ensuring that ODHS adheres to the intent of the federal law and state law regulating services to American Indian and Alaska Native (AI/AN) children and families, the Indian Child Welfare Act of 1978, the Oregon Indian Child Welfare Act, and equity matters related to AI/AN peoples. Experience working collaboratively with tribal entities, community-based partners and culturally appropriate service providers is essential for this position.Vision: “Raising the level of health and wellness of all Oregon Tribal communities through elevating Tribal voice, sovereignty and culture.”As a Child Welfare Senior Policy Analyst- Tribal Liaison, you will:Oversee the implementation of Child Welfare Policies, including the Family Preservation and Family First Prevention Services Act Programs, in collaboration with Oregon’s nine federally recognized tribes. Provide technical assistance to ODHS staff to prevent the removal of American Indian and Alaska Native (AI/AN) children from their homes and reduce the number in foster care. Ensure compliance with Tribal Consultation policies while supporting legislative activities related to Family Preservation and Integrated Services Programs.Build and maintain positive relationships with the Nine Federally Recognized Tribes of Oregon, agency staff, Oregon Health Authority (OHA), and local communities to develop and implement prevention programs that meet federal requirements and optimize Title IV-E funding.Develop and update policies, rules, and guidelines for Child Welfare Programs, assist the Tribes of Oregon with procedural and code changes, and work to reduce the number of children entering the Child Welfare system.Report on program effectiveness to leadership, design strategic plans to improve Best Practices for Tribal Nations and develop communication strategies for policy updates.Develop training programs, lead discussions with Tribal Social Services, and implement strategies to enhance engagement and relationships with the Tribes of Oregon.Research and apply best practices, assist Tribal Child Welfare programs with continuous quality improvement tools and implementation while honoring Tribal Sovereignty.Minimum QualificationsA bachelor’s degree in business or public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical, and planning work. OR.Any combination of experience and education equivalent to eight years of experience or knowledge in the theories and principles of implementation science and change management.Essential AttributesWe are looking for candidates with:Experience with a Tribal perspective, either through living in Tribal communities or working directly with Tribal organizations.Experience engaging and working with Tribes, Urban Indian communities, community partners, and organizations; both in state as well as nationally.Awareness of culturally responsive practices to support American Indian and Alaska Native (AI/AN) children and families holistically.Experience in team development and workload management, through planning, delegation, and prioritization in a dynamic and demanding environment.Knowledge of implementation science and change management principles.Experience demonstrating self-motivation and a proactive approach.Experience navigating difficult and sensitive conversations while considering varying viewpoints and competing priorities.Understanding of social work and child welfare practices, including experience with families facing abuse or neglect, as well as knowledge of Tribal, state, and local support resources.Familiar with the requirements of the Family First Prevention Services Act and related tools, including Structured Decision Making.Preference will be given to candidates who have documented and demonstratable experience working with Tribal populations and communities.Attention all candidates!
