Job description: Careers at DPH: Work that makes a difference!Embracing Service, Inspiring Innovation, Promoting Teamwork, Pursuing Excellence, and Advancing EquityUnder the supervision of the Health Programs Branch Director, provides leadership, supervision and management of the five sections in the Bureau of Communicable Disease Prevention and Control: Communicable Disease and Epidemiology; Immunization Operations; STD/HIV & Viral Hepatitis; Surveillance, Assessment and Evaluation; and Tuberculosis Control.LEADERSHIP AND MANAGEMENT – Oversees and guides the design and management of communicable disease surveillance and response programs in consistence with agency, state and federal guidance; Ensure CDPC programs provide current guidance in support to public health clinical services adhering to evidenced-based interventions and practice standards; Provide guidance in conducting surveillance, prevention and control activities for communicable diseases of public health concern; Oversee planning and response to infectious disease outbreaks and public health emergencies; Serve as a public health representative for communicable disease matters with local, state and national organizations and as an agency spokesperson on communicable disease issues; Serve as contributing member to the Health Programs Branch Leadership Team; Ensure all federal and state statutory, regulatory, grant, and programmatic requirements are met. Ensure CDPC expenditures of budgeted funds are monitored and managed appropriately within funding cycles; Conduct required employee performance appraisals; support ongoing staff development and appropriately address performance issues.EVIDENCE-BASED PERFORMANCE MANAGEMENT – Ensure the collection, analysis, dissemination and use of data to support program planning, evaluation and population health improvement; Direct staff in evaluating and interpreting data and results from epidemiological investigations and studies, formulating evidence-based interventions, and implementing prevention and control measures in response to findings; Provide oversight for data analytics and data visualization projects across BCDPC, and the appropriate use of program data to support disease surveillance, investigation, control, and research with public health programs and external partners; Ensure continuous progress towards inter-operable systems and other data modernization initiatives; Ensure program standards and legislative requirements are followed for data security and confidentiality. PROGRAM REPORTING AND COMMUNICATIONS – Provide and ensure accurate, well-researched and timely responses to requests for program data, information, messaging and guidance for the prevention and control of communicable diseases including but not limited to media inquiries, legislative requests, and constituent inquiries.Support emergency planning and response activities for natural disasters and other public health emergencies and complete other duties as assigned.Graduation from an accredited medical school, plus completion of a residency in primary care and/or preventive medicine specialty. Licensed or eligible to practice medicine in SC. At least six (6) years of experience in public health practice including health policy, planning and administration. At least four (4) years of significant supervisory experience in a public health agency or other relevant setting. EIS training or other relevant experience may be substituted for one (1) year of experience.DPH employees are required to participate in disaster preparedness during hazardous weather or declaration of an emergency. This involves being subject to duty and or call on a 24-hour basis.Immunization Requirements:
All new employees who are healthcare providers will be required to provide documentation of immunity or be immunized against measles, mumps, rubella, pertussis, varicella, Hepatitis B prior to beginning employment.Please note that the agency may require an official, certified copy of your transcript or diploma prior to hiring. Institutions of higher learning must be recognized by the .Master’s prepared in public health; experience with federal grant application and management; experience in performance management and quality improvement practices.
