Job description: Careers at DPH: Work that makes a difference!Embracing Service, Inspiring Innovation, Promoting Teamwork, Pursuing Excellence, and Advancing EquityThis position is located in the Bureau of Hospitals, Community Services, and Emergency Management.To ensure inspections and investigations and other Division of Emergency Medical Services and Trauma tasks are carried out in accordance with applicable laws, guidelines and regulations.Investigates complaints related to alleged violation of the SC Emergency Medical Services Act, regulation, or patient care standards. Coordinates and conducts investigations with and apart from the EMS Section, including locating and interviewing witnesses or representatives of business or government to gather facts relating to alleged violations. Collects information relevant to the investigation, including information that may be used as evidence.Examines business, personal, or public records and documents to establish facts and authenticity of data. Investigates suspected misconduct, breach in patient care standards, and other suspected violations of the EMS Act or regulation. Prepares correspondence and reports of investigation for use in making department decisions regarding enforcement; analyzes and applies facts to the law. Testifies in court or at administrative proceedings concerning findings of investigations.Provides recommendations to the EMS and Trauma Division Director, Bureau of Healthcare Systems and Services Director, and Healthcare Quality Compliance section for enforcement action in accordance with policies. Conducts ongoing research to identify new information or sources of information that may aid the investigative process. Serves as the liaison to the Compliance and Enforcements section. Collaborates with and provides necessary information to the Office of General Council.Records and tracks enforcement action and related investigative communications, validates compliance with orders and reports non-compliance to the EMS and Trauma Division Director. Plans and presents seminars, workshops and other presentations related to EMS, investigations, and/or other job duties. Performs other duties as necessary, including but not limited to: training of new employees, disaster preparedness and response, and is designated an essential employee, subject to duty and/or call on a 24-hour basis during an emergency. Supports other sections within the Deputy area as necessary.A high school diploma and experience conducting investigations or performing other law enforcement duties. A bachelor’s degree may be substituted for the required work experience.Must possess a valid driver’s license. Ability to evaluate evidence, conduct investigations, analyze complex situations, determine pertinent facts, reach reasonable conclusions, propose solutions, and present clear/concise reports. Ability to establish and maintain effective working relationships with associates, law officers, judicial personnel, professionals/nonprofessionals, and the public. Five (5) years’ experience as a Paramedic or a bachelor’s degree and two (2) years of experience as a Paramedic. Must be certified as a SC Paramedic and NREMT Paramedic or obtain NREMT Paramedic credential within one (1) year of hire.Applicants indicating college credit or degree(s) on the application may upload an unofficial copy of the transcript as an attachment to the application. Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.Knowledge of applicable laws, rules, regulations, policies, procedures, techniques, and practices/principles of conducting investigations. Expected salary: $46655 – 50000 per year
