This position reports to the Deputy Director of Human Resources and is responsible for providing a full range of strategic HR services for the Southwest Region. This includes providing leadership, direction and guidance for employee relations, corrective and disciplinary action, recommended grievance resolution, ADA/FMLA, benefits, classification and compensation, recruiting, and training. The HR Manager will contribute as a member of management teams for HQ Human Resources, as well as a member of the Region leadership team. Our top candidate will lead a team of HR professionals providing human resources consulting and services for approximately 450 employees, therefore the ability to develop and maintain positive working relationships with all levels of the organization is imperative.What to ExpectThis position is responsible for the delivery and outcome of all HR programs to the Southwest Region. The WSDOTSouthwest Region delivers vital transportation options to people and businesses in Clark, Cowlitz, Lewis, Pacific, Wahkiakum, Skamania, and Klickitat County. The work of Southwest Region supports the agency’s strategic plan in areas of highway maintenance, engineering, planning, environmental, safety, clerical, fiscal/budget matters, communications, community engagement, and other program areas. This position specifically ensures HR programs and protocols are delivered to Southwest Region and across the agency in a manner that enhances the effectiveness of those working programs, supports management in the delivery of those programs, supports employees in their career paths, mitigates risk to the agency, and aligns with agency values.Among the varied range of responsibilities held within this role, the HR Manager will:
- Partner with HR Senior Leaders to develop global HR strategies for the Agency. Develop, implement, and communicate HR long-term strategies that align with the strategic plan of the Agency.
- Mange, coach, and direct Human Resource professionals in the day-to-day delivery of HR services, including labor relations, corrective disciplinary actions, ADA/FMLA, compensation and classification administration, benefits administration, and employee relations.
- Manage, develop, and deliver the HR Program in Southwest Region.
- Partner with Region Leadership on strategic and tactical planning for HR activities such as the Employee Engagement Survey, Safety and Health, and the Agency’s strategic goals.
- Provide strategy, guidance, and recommendations to Region Executive Leadership team in implementation of statewide protocols, programs, and initiatives.
- Provide direction to executives, managers, supervisors, and HR staff on administration of bargaining agreement, interpretation of Washington Administrative Code (WAC), agency policies, and federal and state employment laws.
- Review, edit, and provide guidance on written documents of HR team including disciplinary documents, grievance responses and accommodation and disability communication and investigation reports.
QualificationsTo be considered for this opportunity, the following are required:
- Bachelor’s Degree in Human Resources, Business, Social Sciences or related field, AND at least five (5) years of experience in a broad-based human resource role; OR seven (7) total years of professional HR experience.
- Management level/leadership experience including one (1) year of supervisory experience.
- Knowledge and experience in developing and implementing human resource policies and practices.
- Knowledge and experience applying principles, processes, and best practices for workforce systems and functions including organizational development/change-transition management, HR management and administration, labor relations and collective bargaining, employee relations, staffing, benefits and FMLA/ADA administration, employee development and training, and recruitment.
- Knowledge and experience in labor relations and employee relations. Experience working fairly and effectively with labor and management representatives by providing advice and counsel based on knowledge and understanding of laws, rules, bargaining agreements and agency guidelines.
- Demonstrated ability to develop constructive and collaborative organizational, employee, and union/management relationships.
- Independent decision-making skills with ability to synthesize legal requirements with customer needs to determine appropriate actions.
- Experience in researching and compiling complex reports. Demonstrated analytical skills and ability to work with data and develop and communicate findings.
- Experience in delivering information and/or presentations to all levels of employees.
- Proven ability to develop and maintain positive working relationships with all levels of the organization.
- Demonstrated ability to lead staff in delivering multiple, complex, and diverse human resource programs.
- Ability and record of maintaining confidentiality.
It is preferred that qualified candidates also have:
- Professional in Human Resources (PHR) or Senior in Professional Human Resources (SPHR) certification.
- Experience working within a complex organization with diverse functional areas.
- Experience supporting the HR function in government or public service organizations including state, county, municipal, federal government and/or non-profit organizations.
- Experience applying and supporting the implementation of an employer’s guiding documents (vision, mission, values, goals, objectives etc.) in daily work.
- Experience leading staff in delivering multiple, complex, and diverse HR programs.

- This position offers flexible/hybrid remote work options, with periodic travel statewide to attend conferences, training or meetings may also include overnight travel.
