If you’re a strategic HR professional with a talent for connecting with people and driving engagement, we’d love to hear from you!Position Description: The Human Resources Manager provides oversight and/or support in the areas of compliance, engagement, recruiting and other corporate infrastructure activities.Minimum/General Experience: 10 years of recent experience in human resources; 3 years of recent experience in compliance; 1 year recently supporting a small businessMinimum Education: Bachelors’ degree in human resources or business administration or equivalent years of experience; Certification from the Society of Human Resources Management (SHRM) or equivalent is desirableEssential Skills/Qualifications:
- Expert experience performing human resources for a federal government contractor
- Expert experience implementing the human resources lifecycle
- Expert experience managing and reporting employment and personnel law in multiple states
- Excellent ability following existing processes and procedures
- Strong experience implementing employee engagement strategies
- Strong experience selecting, training, and supervising personnel
- Excellent communication skills (verbal and written)
- Excellent negotiation skills
- Strong attention to detail and the ability to edit other personnel’s work
- Above average ability to follow and track human resources workflows
- Strong Ability to perform multiple roles simultaneously/multi-task in a dynamic small business environment
- Effective in interpersonal relationship building and collaboration
- Above average proficiency in Microsoft (MS) Word to include formatting
Security: Ability to handle personal identifiable information (PII) and controlled unclassified information (CUI).

Tasks/activities include, but are not limited to:Compliance
- Manage and maintain human resources databases, systems, repositories
- Oversee federal, state, local, and federal acquisition/executive orders for legal compliance (e.g., Equal Employment Opportunity, Affirmative Action, Family and Medical Leave Act)
- Provide equal employment opportunity and work cooperatively with others to ensure compliance with federal and state laws and regulations, and required filings
- Support record retention processes and procedures
- Administer employment agreements
- Ensure that the employee handbook, code of conduct and ethics, Organizational Conflict of Interest, etc. are updated annually, communicated, and distributed
Engagement, Compensation, and Benefits
- Oversee and/or support hiring activities, orientation programs, and training activities
- Analyze wage and salary data and recommend effective compensation plans (e.g., salary surveys)
- Implement procedures for salary administration and placement of new hires
- Implement procedures for the preparation and creation/update of job descriptions and for the proper classification of positions
- Manage benefit programs (e.g., insurance, optional employee benefits, workers compensation, and unemployment compensation benefit programs)
- Promote collegiality, teamwork, and collaborative decision-making among staff
- Coordinate communication and mediation processes for employee complaints, grievances, and concerns
- Monitor employee retention and turnover through analysis of data and exit interviews
- Administer and support Oxley Enterprises®, Inc.’s Performance Evaluation System
Payroll
- Create payrolls for execution by Accounting
- Determine pay and benefit entitlements for employees
- Manage payroll deductions, Paid Time Off (PTO) and Leave Without Pay (LWOP), and hourly compliance
Recruiting
- Oversee and/or support recruiting program
- Implement recruitment and retention strategies for highly qualified personnel
- Work with principals to forecast staffing needs and develop staffing plans
- Create job descriptions, screening documents, and reference documents
- Post job descriptions on a variety of platforms
- Oversee sourcing of candidates and external vendors as necessary
- Conduct candidate screening and reference checks
- Oversee candidate tracking throughout the recruiting process
Corporate Infrastructure
- Oversee and/or support Intern Program
- Create/maintain the HR expense budget
- Support employee payroll-related insurance policy requirements
- Support technology functions
- Oversee and/or support all office functions
- Support corporate certifications, maintenance, and audits (e.g., ISO 9000, CMMI, CMMC, NIST 800-171)
- Support security processes and procedures
- Support strategic planning efforts
- Support Executive Management Reviews and metrics reporting
Perform as an Oxley Supervisor/Team Lead
- Perform as a Hiring Manager during the Recruiting Process
- Implement corporate goals; Establish and implement employee individual goals
- Oversee timesheets, PTO management and tracking, and compliance items; Implement and monitor adherence to employee handbook, code of conduct, policies, and quality management practices
- Provide an environment that promotes productivity, efficiency, and quality
- Resolve employee/subcontractor issues; Address pain points; Provide guidance and problem-solving
- Coach, mentor, motivate, and/or train employees and subcontractors
Compensation & Benefits: The annual projected pay range for this position is $95,511-$150,469 with consideration being given to various factors including but not limited to qualifications, experience, job responsibilities, and geographic location.Oxley Enterprises, Inc. offers a full array of benefits including:
