You will represent/speak for the PIF Program with senior GSA officials, other top-level executives from public & private industry, other federal agencies, Congressional representatives, public media outlets, as well as other key personnel.The mission of the PIF is to harness technology and create innovative solutions to solve the government’s toughest challenges and improve federal legacy systems. The division’s work identifies innovation opportunities of critical agency and/or national priority. Such work creates meaningful solutions that can help save lives and taxpayer money, fuel job creation, and significantly improve how the government serves the public.Major DutiesIT Program Management:

  • Serves as the Director, PIF Division, and manages and develops the PIF program’s vision, strategic direction, objectives, and goals. Uses dynamic people, marketing, and communication skills to create and establish opportunities for the program with federal agencies focusing on expanding digital transformation and IT modernization across the federal government, including agile, open-source, human-centered design methodologies and responsible adoption and implementation of emerging technologies, such as artificial intelligence.
  • Directs efforts to continuously reimagine the PIF Program and differentiate it from other comparable programs in the federal government, developing innovative approaches and alternative solutions to the most difficult strategic problems at the intersection of people, policy, process, and technology within the federal government.
  • Provides leadership and oversight associated with managing programs and resources, conducting analyses, providing advice, making recommendations, developing policies, and issuing guidance related to PIF activities. Defines programmatic needs and sets the vision and mission, performance goals, and resource (e.g., staffing, equipment, software) needs for the program and its diverse operations.

Supervision and Management:

  • As the Director, PIF, manages and supervises supervisory and technical staff. Directs work involving high profile IT projects and other highly technical and innovative assignments. Provides technical and administrative direction as well as course setting standards.

Provides Leadership to Teams:

  • Manages PIF personnel, provides leadership, and mentoring. Fosters the development of the workforce and facilitates cooperation and teamwork. Provides oversight on policy development, program budgets, brand management, communication plans, and implementation of operating procedures, practices, and management controls.

Relationship Management:

  • Serves as a liaison establishing and maintaining mutual understanding and cooperation with program personnel within and outside the agency to convey information regarding program activities, policies, and goals; clarify procedures; and interpret directives as needed.

  • Serve a one-year probationary period, if required.
  • Undergo and pass a background investigation based on the Security Level designation on the assigned Position Description (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • Serve a one year supervisory or managerial probationary period, if required.

  • Developing and maintaining relationships with stakeholders within a digital services or digital consulting organization;
  • Developing, executing, and measuring short- and long-term program success strategies including developing budget forecasting, leading cost recoverability efforts, and overseeing a budget lifecycle for a program with profit and loss statements;
  • Setting vision and leading recruitment efforts for an IT modernization and innovation program within a highly-regulated environment that engages multiple enterprise-level customers as well as external industry partners;
  • Supervising, managing or leading multiple direct reports within an organization and navigating ambiguous, uncertain, or sensitive personnel matters; and
  • Serving as the voice of an organization/brand, including public speaking engagements.

Also, you must have IT-related experience demonstrating EACH of the four competencies as described below:

  • Attention to Detail – This skill is generally demonstrated by assignments where the applicant keeps abreast of the latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reading trade journals, participating in professional/technical associations, maintaining credentials, etc.).
  • Customer Service – This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication – This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving – This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.
