- Lead team members in strategic planning, programming, requirements definition and resource allocation, collaborative problem solving, and development of policies, procedures, and technical guidance. Manage technical and administrative support needed for the numerous meetings, tracking of program performance metrics and progress, reports to Congress, technical workshops, and studies. Plan and distribute work to be accomplished by subordinates, set and adjust short and long-term priorities, and prepare schedules for the completion of work. Establish performance standards and address poor performance as part of the performance process.
- Build partnerships with other Federal mapping agencies, state and local government, tribal organizations, academia and the private sector. Represent the National Oceanic and Atmospheric Administration (NOAA) in national/industry committees and Federal interagency advisory groups involved in marine transportation and ocean and coastal mapping activities, establishing policies and standards and managing data to meet multiple program needs. Manage teams and foster collaborations across diverse disciplines, technologies and projects by utilizing technical understanding of ocean mapping sciences related to mapping standards, platforms and plans, such as: hydrography, hydrography, acoustics, laser imaging, satellite derived mapping, habitat characterization, biology, physical oceanography, Geographic Information Systems, geography, and/or cartography.
- Manage office and interagency/state Memoranda of Agreements necessary to advance mapping partnerships with internal and external partners. Participate personally and substantially through decision or exercise of significant judgment in Government action regarding contracting or procurement duties, such as: administration or monitoring of grants, licenses, subsidies, or other benefits, regulation and auditing of a non-Federal entity, and/or making decisions which will have a direct and substantial economic effect on the interests of a non-Federal entity.
RequirementsConditions of EmploymentThis position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replaces the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.The ZP-1301-5 is equivalent to the GS-15.Conditions of Employment:
– This position requires the submission of a Financial Disclosure Form, SF-450.
– This position requires a Top Secret/Sensitive Compartmentalized Information clearance to access Top Secret facilities and information, collaborate with interagency working groups and participate in meetings hosted or attended by Department of Defense agencies such as U.S. Navy, the National Geospatial-Intelligence Agency and the NOMEC National Security Group.

Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.ORB. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). - Collaborating or building partnerships through ocean and coastal mapping sciences; and
- Providing contracting or procurement support by administrating or monitoring grants, licenses, or subsidies.
