The organization is Facility Services, ISSA industry certified as CIMS-GB.Job Skills / RequirementsRising Star Resource Development Corporation is a 501c3, non-profit, seeking a seasoned professional to lead our recruitment efforts in support of individuals with disabilities. This part-time role has the potential to evolve into a full-time position, offering flexibility in hours and remote work options. The Recruiter/Supportive Employment will focus on sourcing candidates for positions under the State of Texas, State Use Program (WorkQuest), and the AbilityOne Federal Program (SourceAmerica).This opportunity is ideal for a retired or semi-retired professional with a background in recruiting for state, federal, or non-profit organizations. Experience in staffing for janitorial, building services, legal, and administrative roles is highly valued. The position will require knowledge of the Workforce Innovation and Opportunity Act (WIOA), Department of Labor laws and statutes, and expertise in integrated and supportive employment programs.Key Responsibilities:

  • Recruitment Focus: Proactively source, screen, and place qualified candidates, with an emphasis on individuals with disabilities, into roles such as janitorial, building services, legal, and administrative positions.
  • Candidate Sourcing: Build and maintain a strong talent pipeline by leveraging local TWC-VRS, MHMR programs, Veteran Resource Groups, career fairs, and non profit community resources.
  • Candidate Management: Conduct interviews, perform pre-screening, and coordinate candidate placements while ensuring alignment with client requirements. Conduct typing test and gathering of employment and medical records.
  • Compliance: Stay up-to-date on relevant labor laws, including the Workforce Innovation and Opportunity Act (WIOA), Department of Labor regulations, and guidelines for supportive employment.
  • Client Relations: Collaborate with field management to ensure that staffing needs are met and maintain strong relationships with both internal stakeholders and external partners e.g. Office of Attorney General, State and Federal Agencies etc. Leveraging the use and presence of comapny social media pages e.g. Linked-In, FaceBook etc.
  • Reporting: Submit productivity reports, including onboarding and new hire metrics, on a weekly, monthly, and quarterly basis using HIRE and or export reports..

Qualifications:

  • Experience: Preferably a retired or semi-retired state, federal, or non-profit manager with demonstrated success in recruitment and staffing, particularly for roles related to building services, janitorial, legal, or administrative services.
  • Skills: Strong knowledge of Department of Labor laws, WIOA, and supportive employment practices. Proficient in MS Office (Outlook, Excel, Word, PowerPoint) and experienced with Applicant Tracking Systems (ATS) and – HIRE at WorkWave.
  • Education: A degree is preferred but not required. Extensive professional experience in sourcing and recruiting is essential.
  • Attributes: Excellent interpersonal skills, creative problem-solving abilities, and the capability to multitask efficiently. Familiarity with sourcing individuals with disabilities and knowledge of local disability programs is a strong asset.
  • W2/1099 Employment: optional employment structure.

Technical Skills: The Recruiter must have proficient staffing operational and marketing experience and knowledge to develop the processes and procedures for an effective growth path. Strong working knowledge of MS Suite of Products (MS Outlook, Excel, Word, Power Point etc.), Applicant Tracking System (ATS) – HIRE, and working of a Managed Services Provider (MSP) relationship. Appreciation and understanding of social media, job board posting, and community job fair recruitment.Qualitative Skills: Excellent interpersonal communication and multitasking skills are a must. The Recruiter’s ability to efficiently staff all business lines with the appropriate staff is highly dependent upon the ability to communicate. Excellent problem-solving abilities are a requirement, since schedule conflicts are bound to arise that will require creative solutions. Must have the ability to field personnel, able to problem solve and proactively find solutions.Education/Experience: 4 Year College degree preferred and/or Associates degree – 1 plus years of direct staffing experience, generalist and or military service in administration. Industry certifications beneficial. Competitive working knowledge of the staffing world.Work Location: HQ Office – Candidate will have flexible hours and able to work remotely with approval of management.Office Equipment: Mobile Phone and Laptop provided.Travel Requirements: Local DFW/Texas requiring driving.Compensation Level: $19-$21 per hour.For Internal Use Only: Job TargetThis job reports to the Rising Star Resource Development HeadquartersThis is a Full and Part-Time positionNumber of Openings for this position: 2
