We celebrate diverse thinking and welcome contributions from all.What is Reserve Health Readiness Program ?RHRP provides health readiness support services, such as mental health assessments and post-deployment health reassessments, to the military Reserve Components nationwide and Active Duty Components in remote areas. Health assessments services are performed by group events, in-clinic individual appointments, and by providing call center support.What part would you play in this mission?Under the Reserve Health Readiness Program, you will provide technical and programmatic oversight and management of RHRP subcontractors; provide an independent assessment of the subcontractor’s performance, and identify, escalate and resolve subcontractor performance issues with the RHRP Program Manager (PM) and Deputy Program Manager (DPM). The RHRP SPM will focus on ensuring program management discipline and that subcontractors meet the program cost, schedule and performance requirements. In this rewarding role, the SPM is responsible for and manages all phases of the subcontract lifecycle including Request for Proposals (RFPs), development of management plans, negotiation strategy, and subcontract status monitoring and reporting working in conjunction with Leidos QTC Health Services procurement subcontracts administrator(s) and the RHRP program team.Essential Duties and Responsibilities:

  • Acting as the primary focal point for the subcontractor; briefing the program manager/deputy program manager, customer, and Leidos QTC Health Services management on the subcontractor status and any issues affecting program performance, cost, or schedule
  • Primary technical interface with the subcontractor in coordination with the PM/DPM and procurement team
  • Represents the subcontractor’s concerns and interests to the PMO
  • Interfaces and coordinates between Leidos QTC Health Services, the subcontractor, and other subcontractors
  • Objectively determines the subcontractor status relative to technical, schedule, and cost performance to identify issues and ensure the subcontractor takes corrective actions

Competencies:

  • Experience with the Federal Acquisition Regulations (FARs) and understanding of Government procurement processes and regulations
  • Experience with Department and Agency level acquisition regulations
  • Advanced knowledge of government and commercial subcontract administration

  • Ability to interface confidently and effectively with the organization’s executive leadership

  • Advanced knowledge of MS Office, MS Project and SharePoint

  • Sufficient technical or domain knowledge to oversee and evaluate products/services provided by the subcontractor
  • Sufficient technical knowledge to create or understand SOWs, specifications, SDRLs, interfaces, and requirements flow-downs
  • Understanding of finance, subcontracting, contracting and contracts types, and schedule
  • Understanding of the FAR and other government regulations pertinent to the subcontract
  • Understanding of fraud and compliance risk issues
  • Task lead management and general managerial experience
  • Ability to communicate, build relationships, and gain the subcontractor’s trust
  • Excellent communication, negotiation, and interpersonal skills
  • Proven capability to lead change in a team environment

Education and/or Experience: (includes certificate & licenses)

  • Bachelor’s degree from an accredited college in a related discipline, or equivalent experience/combined education
  • Advanced degree in a relevant field is preferred for this position.
  • Experience in Managing Projects and Track Record: Minimum 10 years of successful Project or Program Manager experience.
  • Contracting experience of 5 years preferred
  • Solid experience in administering multiple subcontracts
  • Certifications: PMP® or other professional project/program management certification (e.g., DAWIA Level III) required.
  • Must be able to successfully pass National Agency Check with Inquiries (NACI) background investigation

Salary Range: $101,536 – $150,226*The Leidos QTC Health Services pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
