  • Leads and manages a diverse team of cyber engineers, cultivating a high-performance culture through effective communication, mentorship, and professional development.
  • Strategically allocates human resources, assigning tasks based on team members’ strengths and expertise, to maximize efficiency and productivity.
  • Evaluates and manages external resources, including vendors and technologies, to enhance the capabilities of the cybersecurity team. Contributes to the development and implementation of long-term cybersecurity strategies aligned with organizational goals.
  • Implement Key Performance Indicators (KPIs) reflective of outcome-based targets and metrics that evaluate the effectiveness of cybersecurity engineering initiatives and identify areas for improvement.
  • Leads and provides strategic direction for the implementation, management, and operation of enterprise cybersecurity on-premises and cloud-based tools and toolsets including, but not limited to, mechanisms supporting event log intake and aggregation, perimeter and network segmentation, vulnerability and baseline configuration scanning, penetration and offensive testing, patch management, and Security Information and Event Management (SIEM).
  • Oversees the management and implementation of OPM’s enterprise patch management solutions and support staff including, but not limited to, constructing, and communicating patch strategies, schedules, testing, deployment, troubleshooting, and implementation status.
  • Lead the development of the cybersecurity budget, providing detailed justifications for resource needs and ensuring alignment with organizational priorities.

QualificationsBasic Requirements: You must have IT-related experience demonstrating each of the four competencies listed. Please respond Yes or No if you possess such experience.

4) Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.AndFor the GS15: You must have one year specialized experience at the next lower grade level GS-14 or equivalent for this position includes all of the following:
1.) Oversee implementation of client direct support on projects that are operational and strategic in nature.
2.) Identify solutions for implementation of system modernization requirements.
3.) Provide technical guidance on enterprise engineering efforts and strategies, such as patch management, cloud management, tool integration, automation and orchestration, and continuous monitoring solutions.
4.) Lead the development of multiyear acquisition vehicles and cost allocations, aligning forecasted spending with organizational budgetary objectives and priorities.You must meet all qualification and eligibility requirements by the closing date of this announcement.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
