Job description: Actalent is in search of an individual with experience in Transmission and Distribution inspection and compliance. The ideal candidate will have experience with T&D that are supported by federal funding.This position’s official title is “Field Technical Compliance Monitor” and this position will be supporting Hawaii’s premier utility provider. Candidates can reside on any island of Hawaii and the continental US as travel is paid for, and remote work is involved.Essential Functions:30% Desktop Reviews:
- Conduct monthly desktop audits on in-progress and completed jobs.
- Monitor job/unit costs, resource accountability, fiscal controls, and inventory controls.
- Support audits as required by federal, state, and local regulations, including funding agencies.
- Monitor activities of government-funded projects including cross-walking installed materials against work orders.
- Verify expenses are coded to the proper cost elements.
50% Site Visits:
- Conduct periodic on-site physical inspections of installations reported as complete as defined by policies and regulations.
- Areas of review include but are not limited to:
- Work orders and work packages
- Bill of materials
- Photographs
- Completed unit inspection
- Work quality
- Performance testing of units
- Inventory control
- On-site DBRA Compliance
- Health & safety inspection
10% Special/Ad-Hoc Report Development:
- Compile and analyze data and develop special reports for the GMO and other program and project employees.
10% Department Support and Improvement:
- Support GMO in the development of systems, processes, procedures, and other needs to facilitate the smooth and effective functioning of the Department.
Other Duties as Assigned:
- Participate in Company emergency response activities as assigned, including preparation for such emergency response.
Knowledge Requirements:
- Thorough knowledge of electrical/electronic engineering fundamentals, as applied to the electric utility industry, normally acquired through college-level courses at an accredited college or equivalent field experience.
- Extensive knowledge of the principles and practices of:
- Project management
- Program management
- Standards development
- Engineering and construction practices associated with electric utility facilities and systems
- Working knowledge of personal computers and related software applications such as:
- MS Project
- UI Planner
- Power BI
- SAP
- Microsoft Word
- Excel
- PowerPoint
- MS Access
- Working knowledge of federal, state, and local laws, regulations, and procedures specifically related to land development activities to enable electric utility operations.
- Working knowledge of Company budgeting and forecasting systems, policies, and procedures.
- Advanced knowledge about:
- Engineering and construction practices
- Facilities siting and permitting process
- Land use and rights issues including associated regulatory, social, and public affairs processes (e.g., neighborhood boards, community groups, government agencies, political leaders, media, etc.)
- Electric transmission, substations, and distribution systems
- Utility operations
- Utility financial, budgeting, and accounting principles
- Utility regulation
- Utility information systems
- Working knowledge of LEAN continuous improvement principles and best practices to achieve operational excellence.
- Working knowledge of SafeStart principles and best practices to achieve a safe workplace environment.
Experience Requirements:
- Extensive experience performing inspections or similar technical compliance monitoring work in the field.
- Extensive experience or demonstrated ability with computers, information systems, and software applications including MS Project and Excel.
